, that in the first couple of months in massachusetts, and that's really the only precedent we had, there were only a couple of thousand people who signed up. we also know about the very troubled rollout of the prescription drug site. we do know that fixes could be made. one thing we also know is that if you put a bill on the floor, and that's what i challenge speaker boehner to do, put a bill on the floor to fix it and see if that doesn't devolve into another appeal. remember where they began. first they undermined it. then they tried to repeal it. now they're trying to sabotage it. one of the problems we're having now is that they're having to take money from other parts of hhs because the appropriators have not in fact funded what needed to be done with this site. one of the changes i think that's going to have to happen is that the public is not going to action i believe, be forced to pay a fine if the website isn't up and if the whole thing isn't running more smoothly. i don't think anybody wants to put this over on the public. but nobody for one second believes that my committee, which is now

have seen a little bit, it is a causation a state law in massachusetts has caused a shortage of doctors haven't do with more people going to the doctors because they do have insurance. speaker even after seven years massachusetts implemented in obamacare style reform, half of the primary practices in that state remain closed to new customers and the customers who can make appointments are waiting a long time. massachusetts is still feeling those effects. it is a big problem, bigger than a glitching website. jenna: one of the things we were trying to do was reach out to the administration to see if there were any previous statements about the doctor shortage because we have heard about it before. some may say this is a good thing more people have insurance and are going to the doctors because those people who didn't have insurance went to the doctors anyways and got it a bill, doctors would never get paid because the patients can afford it. even though there is a doctor shortage potentially does that mean it will be worse off for the patients? >> they will still be seen but it will take

at massachusetts, which under governor romney introduced health care reform plan very similar to what the president is introduced here and in their first month of enrollment only 123 people enrolled for premium paying plans in massachusetts. they had massive enrollment toward the end of the enrollment period. we always expected enrollment figures to be low. we were saying that before october 1st, obviously the website problems have made it worse but that's why we're working every day because the website is just a means to an end. the end here is getting affordable health insurance to americans who haven't had it in the past. >> the administration has called in experts from google and other tech giants to help fix the obama care website and say the site should be fixed by the end of november. >>> here is something for you to consider if you're going over open enrollment options for your health insurance. the obama administration is loosening rules covering flexible spending accounts. cnn's christine romans joins us from new york with more. good morning, clis teen. christine. >> good morning, carol.
